New Orleans is now ready for a small rainstorm

Or, is it?  All this talk of getting the levees ready for a storm surge of 16 feet is supposed to make us feel good.  After almost a month long drought we finally get a nice little rainstorm.  The plants and shrubs felt good, but after reading this article I'm a little queasy.  It appears that New Orleans is barely ready for a spitting contest, much less a hurricane.
