Idiot-driven legislation

If you think of the place where legislation is proposed as being a giant an E-Mail inbox, then this proposal would constitute spam.  Someone needs to come up with a filter to keep this sort of idiot-driven legislation from clogging our legal system.  It has no chance of passing, but it will sit in the pipes along with other simliarly ludicrous proposals that are introduced simply to appease constituents.

Whenever you hear there's a 'buzz in Washington' remember that's the sound that idiots make when they're swarming.
