California's Mad, Mad World

Literally hundreds of famous and idiosyncratic people in California are stampeding to run in the gubernatorial election, which now resembles more scenes from movies like It's a Mad Mad World or Rat Race than a respectable political process. How can we make sense of this phenomenon?
